Communities Positive Change Fund

Through the ‘Communities Positive Change Fund’ we are supporting organisations within the Winchester district that are implementing change, tackling the climate emergency or supporting our communities tackling isolation, low income, homelessness, mental health and physical inactivity.

The Communities Positive Change Fund is keen to support not for profit organisations and businesses making a difference within the Winchester district.

You need a crowdfunding project to apply for funding. Start or continue adding your project and, if eligible, you'll be prompted to apply.


You may be eligible for match funding of up to 50% of your crowdfund target -up to £2,000 max, from the Crowdfund Winchester - Communities Positive Change Fund. Before completing your application please read the accompanying guidance notes fully Read here

Essential criteria
  • Must be located in the Winchester district and benefit Winchester communities/residents/employees
  • Projects must be able to demonstrate support of council priorities and themes: Tackling the Climate emergency and creating a greener district, Homes for all, Vibrant local economy and Living well.
  • Provide estimates of agreed expenditure
  • Be a local not-for-profit group/ community organisations or registered charity
  • Or be a business with fewer than 50 employees and a turnover of less than £1M p.a.
  • Businesses must provide a business plan and projected budget for the next three years.
  • All businesses must be state aide compliant and evidence necessary permissions, licensing, or insurance.
  • Organisations should have a constitution, formal decision-making process, and aims that are acceptable to the city council.
  • Charities must comply with Charity Commission standards.
  • Achieve 25% of the fundraising target (from 10 individual supporters) in order to qualify for a pledge from the Positive Communities Fund.

We are unable to fund
  • Basic websites
  • Student expeditions
  • Local or national appeals
  • Capital or project activities of a statutory nature
  • Replacement or ˝like for like˝ equipment/items
  • Costs associated with fundraising activities, events and campaigns etc.
  • Applicants who have received project funding in the previous financial year
  • General running costs e.g. rent or living costs such as bills, deposits and rates
  • Curriculum based school activities and play areas (e.g. public playground equipment)
  • Repeat activities / projects and retrospective funding of activities/projects/equipment
  • Activities wholly and exclusively political or religious in nature, or organisations supporting political activism
  • Any applicants with a debt outstanding to the council or are in breach of any regulation or licences etc. will not be considered
