Launch and operate a permanent indoor skatepark in Hull & East Yorkshire.
Active Sports Development CIC (Active Sports), a registered Community Interest Company, and Quay Distribution Ltd (Quay Skate Store) are partnering to develop a permanent indoor skatepark in Hull.
This collaboration brings together Active Sports’ 18+ years of experience in extreme sports, coaching, and community engagement with Quay’s commercial capacity and existing operational setup.
Together, our dual model allows Active to deliver free and subsidised community programmes, while Quay supports long-term sustainability through commercial operations—reinvesting profits directly back into the park.
Our shared mission is to build a lasting, accessible home for Hull and East Yorkshire’s alternative sporting culture.
Our team
The project is led by Paul Regan—Professional Skateboarder, Coach, and former Setup Director of Skateboard England (now Skateboard GB). Paul brings both grassroots credibility and strategic leadership.
Alongside Paul are:
Mike Foreman – Skateboard Coach and Sponsored Skateboarder with 30+ years of experience
Leighton James – Sports Coach, Skateboarding enthusiast, and former Head Coach for Team GB Kayaking
Mel Leathley – With 40+ years in the public sector and founder of the Braveheart Foundation supporting disadvantaged children and adults
Update: 28/2/26
Hull City Council have allocated £20,000 in principle from the Leaders Contingency Fund, once we attain the premises to start the project.
We’re working with Hull City Council to allocate a building for the Skate Park, we have discussed the old Staples building, and other options.
Monday 3rd March we’re going to look at a building on Myton retail park behind Princes Quay, where both Staples and other potential options are.
Project Start: 19/11/25
We secured £20,000 from the National Lottery, to get this project going and launch this crowd funder campaign to make it all official.
Both The National Lottery & Hull City Council strongly support the hybrid business model we have put together for long-term sustainability, offered through our partnership with Quay Skate Store.
Funds will be used to secure a property lease and insurance, as well as support the build, fit-out, and initial running costs of the new facility.
Hull and East Yorkshire currently have no indoor skatepark. During winter, bad weather, or dark evenings, children, young people, and adults have nowhere safe to go. The nearest indoor parks are:
Grimsby – 34 miles / 50 minutes (plus bridge tolls)
Doncaster – 50 miles / 1 hour 10 minutes
We want to change this.
Our facility will provide a safe, affordable, year-round space for:
Skateboarding, Scooting, Rollerblading, Roller Skating, and BMX, with dedicated SEND, NEET, LGBTQ+ sessions and girls/women-only sessions.
This project will create a positive hub that boosts confidence, mental health, social connection, and progression in alternative sports. With community support, we can build a space that reduces isolation and gives our region the indoor facility it has been waiting for.
The park will offer free and low-cost community sessions, coaching, and outreach for young people and adults who need it most. It will also create local jobs, ensuring the project gives back to the community in multiple ways.
Why this matters?
Active Sports has been delivering inclusive coaching across Hull and East Yorkshire for over 18 years, including:
Holiday Activities and Food (HAF) sessions
Hull Skateboarding Festival
Youth engagement across schools and community groups
Our engagement data and community feedback show:
100+ active skateboarders in Hull
500+ local participants across scootering, BMX, rollerblading, and other wheeled sports
Despite this clear demand, there is still no dedicated indoor facility in Hull or the wider East Yorkshire region. This leads to:
Reduced participation in poor weather
Limited safe spaces for progression
Fewer structured coaching pathways
This project directly supports Sport England’s goals of increasing physical activity, tackling inequalities, and improving access for underrepresented groups. By providing a safe, weather-proof space and structured coaching, we will remove key barriers and help people build confidence, skills, and long-term engagement with sport.
