Dear Citizen and designer,
If you had a chance to design an Urban Cratzer, what would you build?
We founded the HabitatCO2lutions of Urban Planning with the goal of enabling people to share and discuss ideas for the spatial and geometric possibilities for Urban Cratzers lab and regional arena events, and to give architects and urban designers a platform to participate more directly in this process. Design competitions such as this are a familiar format in these trades, and as such, are an efficient way to get lots of ideas on the table for consideration.
In the upcoming competition, we will be inviting entrants to submit designs within three basic categories:
- Individual design elements : rural placemaking, evacuation lighting, all of the things that are part of a city escape that can be incorporated into larger scale emergency plans. Have an idea for a protective park landscape for protection & sheltering people from climatic catastrophic disaster events, or a tuneling entrance int underground public place? Submit this as a design element.
- Conforming existing city district plans : these are large scale plans that make adaptations to the existing time + planetary network system in fase for a CATASTROPHIC IMPACT INCINDENT without altering the fundamental character of the city. The objective with this type of plans is to make asthetic or practical improvements to what’s already in place, for example by adding support structur to already existing arenas (google urban crater).
- Non-conforming city plans : here we explore the UCEEP, or a regional event city, as an imagined or science fictional space, and invite people to submit radically new configurations for the evacuation uran creatzer area.
Outcome
The output of the competition will be the "Big Book of Ideas", a collection of the entries, along with public voting data and comments. This will be published online and shared with UCEEP city planners, as well as regional event organizers (it is an independent non-for-profit, non-commercial effort, entrants retain copyright to their work). The submissions will also be offered to share in on virtual exhibitions with each competition cycle. Ultimately, UCEEP city planners will decide what gets built, as there are significant logistics and safety issues to contend with in accommodating 100,000+ people in a short/long term city location, but the goal is to create an ongoing process for public feedback that allows the city plan to incorporate creative system thinking, at the micro and macro level, from urban designers worldwide.
Background
In accordance with the #ParisAgreement what needed is a draft strategy of a general Urban Climatic Emergency Evacuation Plan/Program (UCEEP) to consider it being included in the Habitat III policy documents. Urban Extreme Climatic Events are likely to occur more frequent even with probability of a calamites striking our cities. How many capitals or state province capitals are ready and has an updated UCEEP in place interlinked with the New Urban Agenda? - Not many at all, Tokyo Yes, Berlin No, Bonn ? etc. Addressing greater safety action for the need of shelter and protection. Where is your city's evacuation plan? As you all are well aware of global emissions will and cannot within our planets carbon allowance, keep temperature levels under two degrees. To save lives the nine global agreements (Istanbul, Apia, Sendai, Addis-Ababa, New York, Paris and Quito/Marrakesh) need to offer climatic disaster response and city preparedness by order of continental/global magnitude. If steps are taken to recognise preparations for evacuation areas and urban cratzers in dense city areas this can be a just and fair transformative transmission, perhaps then cities can be lucky with a response plan/program due to coming climate change impacts. This strategy first draft working paper was developed as city adoption to Agenda 2030 and the Paris Agreement. Only since then we have seen severe tropical storms, impact flooding, forest fires, rise in air pollution etc. Therefore, the urge to raise awareness before negotiations at PrepCom3 Surabaya (July) and at Habitat III taking place in Quito (October) and COP22 in Marrakesh etc.
