Aim

To effectively fight planning applications for unnecessary building developments on Greenbelt at Holbeache and The Triangle


We CANNOT risk allowing our sites to be redesignated as 'grey belt'! The developers only have to win once to cause irreversible change - we must win EVERY TIME to stop them! 

We need to engage the help of a consultant to fight the development on Holbeache and prepare for the planning application on The Triangle. More importantly, we cannot afford to delay. 

We have done all that we can to prepare an objection to the most recent outline planning application for Holbeache, however we now need the advice of an expert with specialised knowledge of the legal frameworks linked to planning law and greenbelt regulations.  Following a recent on-site meeting, we have found a very experienced planning consultant who has almost 40 years knowledge in both the private sector and local government.  He has held Director posts at various Midland based local authorities and his extensive experience includes writing local plans and advising both businesses and local groups. We believe that his knowledge of planning law is essential in helping us face the challenge of successfully defending our TWO greenbelt sites against major developers - UK housebuilders who have easy access to a range of experts and have the sole aim of maximising profits through the sale of new homes. THEY DO NOT CARE ABOUT THE EFFECT THAT THEIR PLANS WILL HAVE ON OUR COMMUNITY!  This is why we must raise funds as soon as possible. Planning law is changing and pressure is mounting to reduce the opportunity for locals to make legal challenges. We must do all that we can now!

Wall Heath and Kingswinford Greenbelt group was formed in 2022 following Dudley’s withdrawal from the Black Country plan.  We have actively monitored, questioned and engaged with residents, Dudley council and wider environmental groups in the years since - continuing to collect evidence, update our community regarding changes in planning law and engage in open forums or discussion where a voice has been needed. Now, today, following Labour’s mandatory increase in housing targets and enforced redefinition of ‘Greenbelt’ land as ‘grey’, we stand again as a group of residents fighting the potential loss of our local greenbelt to development. 

We know that we stand the best chance of winning by creating a factual, evidence-based objection in response to the planning application on Holbeache. With the guidance of a planning consultant, we can build an accurate, effective argument, which will ALSO strengthen our case for the pending planning application on The Triangle. UK planning law is going though significant and complex changes, which will reduce the time available to put together a strong argument in opposition to any planning application after April 2026. We have to fight the current proposals to build 330 houses on Holbeache AND be ready for the imminent application to concrete over The Triangle with a further 560 homes.

The impact of any such developments in the DY6 area will be felt by ALL residents - from increased traffic congestion, parking problems, noise/air pollution and loss of wildlife, to fierce competition for school places, doctors’ appointments and hospital treatment. This does not include the genuine love and enjoyment of these beautiful spaces, which have become cherished by generations and appreciated daily by both residents and visitors alike. 

There are enough brownfield sites in Dudley Borough to meet its obligation, as imposed by central government, to provide homes into the future. There is no reason to build on greenbelt - other than the greed of developers.

Whilst Dudley Council has a brownfield first policy, and will likely refuse planning permission for both sites, the political field is uncertain; developers will appeal and take their case to the National Inspectorate. For this reason, our immediate priority is to create the strongest objection possible - now, while the current window is open and all evidence can be submitted to Dudley Council in response to Persimmon's application to build on Holbeache.  Having liaised with other groups in the same position, we know that we must be prepared for legal challenge. Therefore, by accessing the advice of a planning consultant, we can ensure that all objections carry maximum weight in terms of the impact on our infrastructure, health and unnecessary destruction of the environment.  This, along with the day to day running costs of the campaign, are what we are looking to finance through our Crowdfunder.
