For more than 10 years, Exeter Cycling Campaign has worked to make cycling safer, more convenient and more accessible for people of all ages and abilities. As a volunteer-led organisation, we have always chosen collaboration over confrontation, working with councillors, officers and community groups to improve active travel across Exeter.

Today, we believe stronger action is needed.

Devon County Council is expected to consult on a proposal to remove the traffic filter on Dryden Road without measures to protect people cycling. This is despite advice from Active Travel England, the Government's expert body, which has identified the proposal as creating a Critical Safety Issue.

Active Travel England defines a Critical Safety Issue as a road layout associated with an increased risk of collisions for people walking, wheeling or cycling. In this case, the concern is that cyclists would be exposed to a greater risk of serious collisions with motor vehicles.

Over many months, we have made our case through the democratic process. We have attended meetings, submitted evidence and worked with councillors to find a safer solution. Despite these efforts, the proposal to remove the filter continues to move forward.

We have therefore sought advice from a national law firm with a strong track record in road safety cases. We intend to submit robust legal objections to the Traffic Regulation Order when it is published and, if necessary, explore further legal action.

As a small volunteer organisation, we cannot fund this work alone.

For the first time in our history, we are asking supporters to help. Every pound raised will go towards specialist legal advice and representation to challenge the removal of the Dryden Road filter and hold decision-makers to account. Any funds not required for this case will support future campaigning for safer active travel in Exeter.

This campaign is about more than one street. It is about whether Exeter continues to move towards safer, healthier and more sustainable transport, and whether people of all ages and abilities can travel on routes that feel safe enough to use.
