DIY Garage (Do it yourself space for car repairs)

I would like to create spaces within a safe, warm garage for DIY mechanics to fix there cars them selves.
I read about garages in America offering work spaces to rent with Ramps and Tools for people who would like to work on there own cars to save cash and to enjoy working on there own motors..
I know locally to me there is nothing like this, and I personally would love something like this.
So I am trying to raise money to create such a place in a unit....I have seen a unit that would be good for this us and the rent is £20,000 Per year. I am willing to put some money towards getting this place but I am needing some help to get the rest of the tools and ramps I need to continue with this idea.
Your help would be greatly thanked and would make a very unique garage for the local community
