Summary
The proposal is for supporting orphans and poor children in both rural and urban regions in Northern region, Uganda for provision of food, shelter, clothing and education in Home based environment to bring them up to become self-reliant and sustainable. The children in the target areas do not have an opportunity to pursue their education because their poverty. Several children living in slum areas are in the state of degradation, torture, and suffering.
What is the issue, problem, or challenge?
Northern Uganda, one of the largest regions in the country with estimated Population to be 5.29 million people, which is 13.4% of the national population. The region includes the Karamoja, Lango, and Acholi areas. The average household size is 6.35 people, and 14.6% of the population lives in urban areas. Most of the people in region are living below the poverty line and are facing many problems such as lack of food, shelter, health care; education and un-employment and thus the people live in utter poverty. Poverty has always been recognized as the major cause of death and disability. Poverty brings on lack of safe drinking Water, inadequate food, poor health care and poor education. All these will have effect on health. The families in slums and rural areas are normally large and often face the problems and the earning members of the family unable to cope up with the situations. Sometimes they may not get work to earn. Eventually they migrate to other places in search of livelihood or starve to meet death or disease. The struggle of the poor starts in the womb. The child in the womb suffers from the consequences of malnutrition in the mother. The families that are living in slum areas of east of Hyderabad are daily wages labourers. They are living in utter poverty. They are unable to fetch their square meal a day. Some of the parents admitting their children in the private English medium schools. But they are unable to continue their children become they are not able to pay the fees in the school. That’s reason the children are being dropped from the school.
Education in Northern Region Uganda faces many challenges, including:
- Insecurity: The 20-year war with the Lord's Resistance Army (LRA) damaged and abandoned schools.
- Poor quality of teaching: Teachers may be underpaid and have low morale.
- Lack of resources: There may be a shortage of qualified teachers, books, and other resources.
- Inadequate facilities: Schools may be overcrowded, lack classrooms, desks, latrines, and running water.
- Poverty: Poverty can impact school readiness, and families may have to pay for PTA fees, books, materials, and uniforms.
- Physical distance: Schools may be located far away from children's homes, making it difficult to attend school regularly.
- Gender inequality: Girls may face challenges attending school during menstruation due to a lack of privacy and sanitary products.
- Decentralization: Decentralization of decision-making authority can lead to conflicts of interest in the hiring of teachers.
- Funding: There may be inadequate budgeting for education.
The Need
Poverty has always been recognized as the major cause of death, disease and disability. Now the World Health Organization (WHO) came out with the statement the Poverty is the ‘ruthless killer’. Large families in rural areas often face these problems and the earning members of the family unable to cope up with the situations and survival becomes difficult. The relief often comes in the form of death leaving the children as orphans and destitute. These children starve without shelter, food and clothing and roam along the streets.
The Global Goals for Sustainable Development
One of the important The Global Goal is by 2030, ensure that all girls and boys have access to quality early childhood development, care and pre-primary education so that they are ready for primary education. The burden lives in the citizens who can afford to support children who are in desperate need and helping the children to pursue their education.
How will this project solve this problem?
The Project will address 120 poor and orphan children in Homes, Northern Region Uganda. It will provide them with Food, Shelter, Education and Clothing. The project aims at helping the children to attend the local school regularly and will be provided with Text Books, Note Books, School Bags, Pens and Pencils and School fees is paid for their admission and study in the school. The children will be brought up under discipline. The children will be are taught and given guidance for their physical, mental and spiritual growth. Institutional care home will be operational model to make them to have potential long term with dignity. At Protectory Care Foundation these balanced quality facilities will definitely help children to be happy and contended as long as they live in this World.
Potential Long Term Impact
120 Orphan and poor Children will have access for food, shelter education and live in better environment. The children will be attend the School regularly and get better education and acquired knowledge. Children will be promoted into new classes. They will get an opportunity to live on their own with dignity. They are keeping in good health and education, have access for School uniform and needs, so that they can have equal opportunity with other children. These Children will have good facilities for their better living. Budget: UG Shs. 124,482,750 (per year) (UK £ 27,150)
Target Group of the Project:
Children 6-16 years of age who are mislay their parents and poor families. The organization focuses on disadvantaged children emphasizing children abandoned by one or both parents, children from poor families, street children and children who have been abused and belong to poor socio economic conditions.
Proposed Project Area:
The project is planned to undertake at Corner Alango parish, Kitgum district is a conductive site for the proposed project. The place has all the amenities where the children will feel at home. The proposed site is also calm and serene where the children will grow up and nurture their talents in a healthy ambiance.
In Corner Alango parish, Kitgum district, where the proposed project will be initiated has building with dormitories, dining hall, kitchen, toilets. The area can be beautified and other art structure which will make the place a real home for the children. As the project aims for the holistic development of children it will be an ideal place.
Project Goals and Objectives:
This project aims to address their shelter, food, education, health development.
- To provide an opportunity for 120 orphans, semi-orphans and poor children to live in congenial atmosphere with parental love to pursue their education.
- To provide food, shelter, education and clothing for 120 orphans, semi-orphans and destitute children in Home in Corner Alango parish, Kitgum district.
- To provide medical care for 120 children are living in the Home.
- To impart moral values to children to strengthen them to become self-reliant in Home in Corner Alango parish, Kitgum district.
Co-Ordination:
The Government requests NGO's to undertake programmes of Homes for poor, orphan and needy children. Our Government's Policy is to encourage the voluntary agencies in undertaking programmes to fight against the illiteracy and dropout children. Even the Local communities and agencies make requests as per the need in their local areas. The Project seeks support and co-operation of Government services to provide training particularly in the activities of the awareness. The Foundation will network with local NGO’s while undertaking the activities.
Community Involvement / Gender / Human Rights Issues:
This Project encourages all the stakeholders in the participation, Gender and Human Rights issues. It will develop skills and knowledge of the community members to participate in the awareness programs. The local Community Based Organizations and agencies will be responsible for planning and recommending the poor and orphan children to the rescue and rehabilitation center (Home). Gender: Protectory Care Foundation will confirm Gender Policy in equal participation of both men (boys) and women (girls) in the project.
Principles and Values:
Care, education and support should be governed by the following principles and values:
Respect: For human rights, ethics, confidentiality, informed consent, privacy, and individual dignity should be maintained. Practices apply equally to poor and orphan children as to other individuals. Fighting discrimination, enhancing respect of individual autonomy and human dignity and pursuing informed consent are all relevant to orphans.
Equality: Affordable care of acceptable quality should be provided to all people regardless of gender (men and women), age, race, ethnicity, and place of residence. More attention should be given to those groups of the people that have more problems to access care: orphans, girls, street children, the uneducated and the poor.
Capacity:
Protectory Care Foundation is a full-fledged organization with a registration and recognition in Northern Region Uganda based in Corner Alango parish, Kitgum district as a Non-Governmental organization. Our Organization is having experienced and competent staff to undertake and implement program activities. The Capacity building priorities are upgraded each year on the basis of the need.
