I would like to raise £20,000 to build a prototype for a proposal to local council of how this Virtual Smart on works effectively.

Unfortunately, this project was not successful

The UK government estimates that total fraud across the whole of the economy amount to 73billion a year. The UK government figures for the year 2012 estimate benefits overpaid due to fraud is 1.2 billion and tax credit is 380million. So Just under 1.6 billion in total less than 1% of the overall benefits and tax credit expenditure and less than benefits and underpaid and overpaid due to error.
Virtual Smart On system will be a prototype made to prove that the concept works effectively , images store on smart card the face recognition software ,will be running from the server when matching the realtime image in front of the camera. With the technologies of the smart card references card be stored on it form digital image of the face and all benefits received so that it's very difficult to bypass all pertaining to fraud.


For likes of benefits over the phone like (tax credits) verification is vital, and I had a personal experience.
So for phone call why not use a voice recognition software to identify claimants with the current system with using a IVR on the telephone system asking name and national insurance number. Using the the NI number as a reference when the claimant ring it pulls voice on file to have a match to verify that claimants

Human often use face to recognize individuals and advancement in computing capability over the past few decades now enable similar recognitions automatically. The recognition process has now matured into a science of sophisticated mathematical representations and matching process. Major advancements and initiatives in the past 10-15 years have propelled facial recognition technology into the spotlight, it can now be use for verification and identification.

Voice Recognition Software


Voice authentication automated method of identification of the person who is speaking by the characteristic of their voice biometrics.
Voice is one of many forms of biometrics used to identify an individual and verify their identity. In automatic speech recognition (ASR) the main task is to derive a sequence of words from a stream of acoustic information. One further processing step for an application is speech understanding.

Smart Card

Smart cards are much more popular in Europe than in America. A smart card is a device that include an embedded integrated circuit that can be either a secure microcontroller or equivalent intelligence with internal memory or a memory chip alone. With an embedded microcontroller, smart card have the unique ability to store large amount of data. These are encryption and mutual authentication and interact intelligently with a smart card reader.

How It Works Altogether

This process start form a fresh claimant when sign on for the first time, a digital images of the face is taken as a reference for future signing on. The digital image of the claimant face is transferred to a Smart Card which is issued to every claimant. This Smart Card is able to store all benefits( Housing Benefit,Tax Credits,Child Benefit, jobseekers allowance,etc) now there a face to every national benefit that cut out identity fraud.

Now that first signing is out the way , the claimant is given a date to come back every 2 weeks there after with the Smart Card which is put into a card reader with the reference face image of the claimant is now able to run a match through the Face Recognition software, so this verify the claimant every time and if sent on job centre training can also verifying training centre and job search etc.

When the claimant gets a job the Smart Card should be returned by the employer so the accuracy of when job started and adjustments can be made on other benefits like ( Tax Credits, Housing Benefits, etc ) this way cut out overpayment and underpayment plus errors. This method would save the government major monies in a lot of areas.


For Tax Credit a lot of time is spent on the phone and the people who work there are very impersonal to your needs.
Voice Recognition comes handy because it verify the claimants by matching voice. How this works is your voice is recorded saying your national insurance number which then pull your file matching that voice which verify the claimant. My personal experience from this someone rang up as me tell the office I am disable and I am not I now have problems clearing my name.

With technology is at the forefront Smart Phone can play the part of the Smart Card and an app can be use to do all I mention above.

Advantages of Virtual Smart On

With this system is very difficult to commit fraud because a face has to be present at any stage, from the reference face image on the smart card to the digital face image from they don't match. Then that would be identity fraud, which would be first stage, and not a financial blow the government. With claimants returning the smart card to their new employer on the day the start work. Government knows change of circumstances within days to make adjustments so no overpayment. We are only human so mistakes are possible this part I am mentioning is form my own experience. When calling from a phone and the voice recognition matches the claimants voice for identification. The call centre person sometimes assume it you without ask the question set on the system only you should know, because of that added information is on your file without you knowing, then it very hard to prove it, because every time you ring there after they keep looking at the file with the false information.
